Please read the attached letter from TWU International ATD Director Garry Drummond concerning escort crew bags.
The Ramp Operations Manual reads as follows:
GATE DELIVERY BAGGAGE
A. American Airlines provides a Gate Delivery service for customer baggage and certain personal articles upon request. The Customer’s baggage is checked with a Customer Service Agent at the departure gate, escorted ship−side for loading, and then escorted back to the customer at the destination city.
1. Many battery powered wheelchairs or other articles exceed that which is considered safe to physically carry up or down the attached jetbridge stair. Station Management must therefore develop and implement local policy and process that supports the unique infrastructure of each station. The local policy must provide the necessary support to accomplish the task of transferring wheelchairs, or other heavy escort baggage, between the customer terminal and ramp level in a safe and efficient manner.
2. The outbound Crew Chief will ensure Escort baggage is loaded last and the loading location noted in the DRCU update entry for downline notification.
3. The inbound Crew Chief will ensure that Escort baggage is offloaded first and transferred to Customer Services at the designated transfer point at the arrival station. Whenever possible and can safely be accomplished, the article should be hand carried to the top of the jetbridge and placed inside the entry door. When the article is exceptional in size or weight, the article should be transferred at the locally designated point.
4. Gate Delivery baggage must not be sent to baggage claim unless instructed by Customer Service.
The DFW Local Policy is when escort baggage can't be taken up the jetbridge the crew chief has to contact passenger service to determine what elevator location the escort baggage will be placed.
